Constitution and By-Laws
PURPOSE: The Sumter Cruisers club was started with the purpose of providing car and truck owners and enthusiasts with the opportunity to associate with other people with like interests.
GOALS: The primary goals of the club are:
. To have FUN with our hobby.
. To promote increased interest with cars and trucks as a hobby.
. To promote courtesy on the road and motoring safety.
. To assist others in the restoration and preservation of their car or truck by providing
information, literature and parts location assistance.
These purposes, together with our goals, are in keeping with the high standards of car and truck enthusiasts. Dues paying members of the organization will enjoy significant benefits by joining forces with others who share a common interest.
Clubs, however, are made up of people. It is these people, our members, who provide assistance, help promote the hobby, and participate in group activities. The success of this club depends on its members working to achieve our common goals and objectives. This places a great deal of responsibilty on both the general membership and those who serve as officers.
Club Officers are responsible for the management of club activities and general organization, as well as encouraging the involvement of the members in the club activites. Being an officer requires hard work and dedication to the purposes of our club. Additionally, they are expected to help members with information and or sources about such subjects as historical facts, technical tips, as well as sources for parts, meetings, conventions and shows.
The individual members of our club are expected to do their part to contribute their ideas, energies, and talents toward the attainment of our club goals and objectives, both short and long term. This involves attending and participating in meetings, paying dues on time so our financial picture is bright, volunteering for jobs, finishing assigned tasks on time, voting in the annual elections, and having FUN; this is what a great club is all about. With the combined efforts and dedication of the individual membership and the club officers, Sumter Cruisers will become the club that will fulfill all of these objectives.
MEMBERSHIP AND DUES: Every individual who is a member of Sumter Cruisers is, by virtue of the By-laws of the club, entitled to all the benefits of such membership.
The Member is the person whose name appears on the application form and whose annual dues have been received by the Treasurer. The Member may hold any elected office, serve on any committee, may cast a single vote on motions brought up at any meeting attended and may participate in all functions and activities of the club.
An Associate Member is the spouse of the member and has the same rights and privileges as a Member so described above, excluding the voting privilege of the Member. The Associate Member may vote by proxy in the event of the Members absence or may pay an Associate Membership fee of 1/2 the annual dues ($6.00) and have full membership voting rights.
Membership in Sumter Cruisers shall be made available without regard to race, color, creed or national origin, under such rules and regulations, not in conflict with the provisions of these By-laws to any individual who subscribes to the Purpose and Goals of the organization.
Members shall be of legal age. (18)
DUES are $12.00 per calendar year payable in October. Dues for new members shall be pro-rated on the number of remaining months.
RULES AND BY-LAWS
The name of this club is Sumter Cruisers, a non-profit organization for car and truck enthusiasts. It is not necessary to own a particular car or truck to share in the comraderie and promotion of the club. The Club should put on one show a year[with a percentage of the proceeds going to a local charity], arrange for 6 to 8 monthly cruise-ins, produce a monthly newsletter, generate business contacts in the area to provide discounts to our members, and to have FUN with our hobby. Being a non-profit organization, no moneys shall be redistributed to club members. In the event the club disbands, all remaining funds shall be distributed to charitable organizations.
Our meetings will be held on the second Sunday of each month at 2pm at 3491 Broad St. An officers meeting will be held when needed.
All members are responsible for the success of this club. No illegal drugs or activities will be allowed at club functions. There will be no burn-outs by cars or trucks arriving or leaving club activities. There will be no individual playing of loud music. Our Club prohibits the service or drinking of alcoholic beverages at club shows.
The officers will consist of president, vice-president, treasurer, secretary (s), editor. An office carries with it only the rights necessary for executing the duties of the office. Officers are expected to attend all meetings or contact a designated officer to act as a replacement. Committees from the membership will be set up as needed for functions, activities, and shows. None of our rules will take the place of courtesy, tact, and common sense.
Motions may be made by any member of the club during club meetings. A simple majority of fifty-one (51%) of the members in attendance shall be required to pass all motions except changes to the by-laws; a minimum of one third (1/3) of the membership must be present.
Changes to the by-laws must be voted on at a general meeting. A two-thirds (2/3) majority of members in attendance shall be required for changes to the by-laws and one-third(1/3) of the membership must be present. For officers meetings, a quorum of two thirds (2/3) of the officers must be present to propose/pass motions, and constitute a valid meeting. Members will receive a copy of the rules and by-laws, and are required to abide by them.
DUTIES OF ELECTED OFFICERS
President: The President shall preside at all meetings except for valid excuse. The President, as the Executive Officer of the club, shall enforce all rules of the club and perform such duties as may pertain to the office of President. The President shall verify that the Treasurer has arranged to deposit the funds of the club in a reliable bank in the name of Sumter Cruisers. Approved disbursements of funds shall only be made by the President and Treasurer.
Vice President: The Vice President shall perform all duties in the absence of the President. The Vice President shall arrange a volunteer chairperson for each club event and coordinate all club events. The Vice President shall determine and make known classes for all club events that require classification. The Vice President shall be authorized, with the President's approval, to sign instruments of contract or lease agreements in the name of Sumter Cruisers. The Vice president is in charge of the annual show, with appointments of additional chairpersons and their committees.
Treasurer: The Treasurer shall handle all dues, money and other property paid or donated to the club. The Treasurer shall deposit in a reliable bank, in the name of Sumter Cruisers, all moneys belonging to the club no later than one (1) week after moneys are collected. Such accounts must be under joint signature of the Treasurer and President. The Treasurer shall, at the close of his/her term of office make a true and correct report of all financial transactions to all officers and members of the club. The Treasurer shall be responsible for the filing of all necessary financial documents such as tax forms, etc.
Secretary: The Secretary shall keep a true and correct record of all meetings and such records as may pertain to the club. The Secretary shall be in charge of, and conduct all correspondence of the club, and notify all members of the monthly meetings and activities. The Secretary shall read and /or have published the minutes of each meeting, to be approved by the members. The Secretary shall take attendance at each meeting.
Editor: The Editor's main duty is to produce the monthly club newsletter, The Editor shall collect articles from the membership, reports from officers and other such information that is deemed to be of interest to the club. The Editor will obtain a current mailing list from the Secretary, assemble the newsletter after printing, affix mailing labels and postage, and deliver to the post office. The primary objective of the monthly newsletter is to provide a means of communication to all club members. Minutes of the monthly general meetings shall be included in the newsletter.

MEMBERSHIP AND DUES
Paragraph 3 - Associate Member is amended to read: There are no associate members. All family members in the same household are primary club members and have the same voting rights.
Paragraph 5 - Legal Age is amended to read: Anyone under the age of 18 has to be sponsored by a primary club member.
RULES AND BY-LAWS
Paragraph 2 - Our meetings will be held once a month. Time and location will be printed in the monthly newsletter.

Member At Large: The Member At Large will be prepared to assume the duties of any officer if the need arises and/or to assist any officer upon request.
